Job summary

Eugene Water & Electric Board (EWEB) is seeking an experienced Program Manager to lead enterprise-wide water utility initiatives. The role requires directing program life cycles, governance, and cross-functional collaboration with internal staff and external partners to deliver scope on time and within budget.

Responsibilities include building stakeholder consensus, managing contracts, and maintaining schedules, budgets, and risk controls to support strategic goals.

Qualifications

• Eight years of professional project or program management experience in water/wastewater initiatives.
• Four years of direct supervision in a multi-functional work environment or equivalent.
• Bachelor's degree from an accredited college or university as listed.
• PM certification such as PMP/PgMP and Oregon PE reciprocity preferred.

Responsibilities

• Manage full program life cycle with organized and disciplined approach.
• Build program governance and advise on project approach, policies and best practices.
• Identify stakeholders, conduct needs assessments, and develop mitigation plans.
• Engage operations stakeholders to ensure operability and user friendliness.
• Oversee Owners Agent and other contracts to ensure performance of consultants and contractors.
• Coordinate cross-functional teams and external partners to align objectives.
• Create and maintain program schedules and budgets to meet timelines and goals.
• Develop and monitor quality controls and performance metrics.
