Program Integrator Level 3 - Portfolio Innovation & Agile Acquisition
SITEC Consulting is seeking an experienced Program Integrator Level 3 to support the accelerated stand-up and execution of an innovation-focused portfolio within the Intelligence Community.
This position requires a candidate with significant portfolio process innovation experience, Agency-specific operational knowledge, and familiarity with Agile and emerging acquisition approaches. The successful candidate will help establish the processes, governance structures, prioritization methodologies, and acquisition frameworks needed to enable rapid innovation at portfolio scale.
Because this PEO is operating under an accelerated stand-up timeline, candidates must already understand the Agency's acquisition, budgetary, organizational, and program execution environment and be capable of contributing with minimal ramp-up.

- Portfolio performance processes
- Establish repeatable processes that enable leadership to evaluate, prioritize, fund, and accelerate new initiatives and emerging capabilities.
- Apply process-improvement methodologies to identify organizational and procedural barriers and improve portfolio execution.
- Stand up new portfolio-level processes and frameworks in fast-paced, evolving innovation environments.
- Translate commercial and industry best practices into practical approaches that can operate within Government acquisition, funding, security, and organizational constraints.
Agency-Specific Operational Experience
- Navigate Agency acquisition, budgetary, organizational, contracting, and program-execution processes.
- Identify institutional barriers that may affect portfolio execution and develop practical strategies for overcoming or mitigating them.
- Advise Government and PEO leadership on portfolio priorities, governance, investment decisions, resource allocation, and program execution.
- Apply knowledge of Agency processes to ensure new portfolio-management practices are realistic, executable, and aligned with mission requirements.
- Coordinate across program management, acquisition, contracting, finance, technical, and mission organizations.
- Support an accelerated PEO stand-up with minimal need for orientation to Agency processes and organizational structures.
Agile & Innovation-Focused Acquisition
- Support innovation-focused acquisition strategies appropriate for rapidly evolving capabilities and technologies.
- Apply knowledge of emerging acquisition mechanisms, including:
- Other Transaction Authorities (OTAs)
- Rapid prototyping approaches
- Iterative and continuous-improvement acquisition pathways
- Flexible funding approaches
- Support acquisition strategies that emphasize speed, experimentation, adaptability, and capability delivery rather than relying solely on traditional program-management models.
- Apply strong working knowledge of Agile execution frameworks, including:
- SAFe
- PI Planning
- Product Ownership
- Backlog prioritization
- Iterative capability delivery
- Work with Government and technical stakeholders to connect portfolio strategy, acquisition, funding, and Agile execution.
Required / Highly Desired Experience

- Experience developing intake, prioritization, governance, or investment decision frameworks.
- Demonstrated experience standing up new organizational or portfolio-level processes.
- Significant familiarity with Agency acquisition, budgeting, organizational, and program execution processes.
- Experience supporting PEO, portfolio, or senior Government leadership.
- Knowledge of Agile and emerging Government acquisition pathways.
- Strong proficiency with SAFe, PI Planning, Product Ownership, or related Agile frameworks.
- Experience with OTAs, rapid prototyping, alternative acquisition strategies, or flexible funding approaches is highly desired.
- Experience supporting technology innovation portfolios is strongly preferred.
- Artificial Intelligence experience is desired but not required.
Experience & Education Requirements
Candidates must meet the Program Integrator Level 3 contractual requirements:
- 12 years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management with a Bachelor's Degree in a business or technical field; or
- 15 years of directly related experience with a PMP, CFCM, or DAWIA Level III certification in lieu of the degree; or
- 18 years of directly related experience in lieu of the qualifying degree or certification.
Intermediate proficiency with Microsoft Excel, including pivot tables, slicers, and pivot charts, is required. Familiarity with Plan-It is preferred.
Ideal Candidate Profile
This role is a great fit for someone with strong portfolio management, process innovation, and Agency operational experience, particularly someone who has designed or implemented portfolio intake processes, prioritization frameworks, investment decision gates, and governance structures. Experience navigating Agency acquisition and budgetary processes, supporting PEO leadership, and applying Agile or emerging acquisition approaches such as SAFe, PI Planning, Product Ownership, OTAs, and rapid prototyping pathways would be especially valuable. Candidates who can translate commercial innovation practices into executable solutions within the Intelligence Community environment will be particularly well suited for this position.
