Job summary

Jacobs is seeking a seasoned Program Manager-Deputy Director for the Construction Management Department in Florida. You will lead capital improvement programs across healthcare, education, and related facilities, coordinating with clients, consultants, and Jacobs teams to ensure scope, schedule, and budgets are met.

Ideal candidates have 25+ years of facilities design and CIP management experience, with ownership-level oversight from planning through closeout, plus relevant certifications.

Qualifications

• Bachelor’s degree in Engineering or Construction Management.
• 25+ years of experience in facilities design, construction, and CIP management.
• Experience leading large-scale vertical building programs (healthcare, education, administrative, recreational, or institutional facilities).
• Experience as Owner's Representative/Program Management/Contractor leader from planning through commissioning and closeout.
• Experience managing budgets, schedules, procurement activities, consultant teams, and construction contracts.
• Experience supporting executive-level decision-making, financial planning, and program governance.
• One or more certifications: CCM, PMP, or AACE PSP/CEP/CCE.
• Professional Engineer (PE) license and/or Certified General Contractor credential (ideal).
• Experience delivering complex public/institutional facility projects.
• Experience leading multidisciplinary teams within large capital programs.

Responsibilities

• Lead planning, development, and delivery of capital improvement programs across Florida.
• Support capital investment planning, budgeting, and cost estimating coordination.
• Manage architectural and engineering firms through procurement, design, permitting, and construction documentation.
• Oversee project execution with client and Jacobs teams to ensure scope, schedule, budget, and quality compliance.
• Assist clients with procurement strategies, contractor selection, and contract negotiations.
• Direct construction management activities through commissioning, occupancy, and closeout.
• Provide executive-level reporting on budgets, schedules, risks, and change management.
• Develop and maintain program management plans, processes, workflows, and guidance.
• Coordinate Jacobs' technical specialists to support delivery and resolve challenges.
• Support executive leadership on strategic initiatives, resource planning, policy development, and stakeholder engagement.
