Job summary

HDR is seeking a Program Controls Manager in the Seattle area to support Sound Transit’s capital delivery programs. You will lead cross‑functional teams across cost, schedule, risk, and PMIS functions for complex rail and transit projects.

The role requires establishing controls frameworks, governance, data standards, and reporting, while coordinating with executives, project directors, and contractors. HDR promotes employee ownership and community impact.

Qualifications

• Bachelor's degree required.
• 7+ years in project controls on engineering/construction projects.
• Experience with PMIS and major rail/transit programs.
• Ability to lead and mentor project controls teams.

Responsibilities

• Serve as trusted advisor to Sound Transit program/project leadership.
• Lead multidisciplinary project controls staff on large corridors/programs.
• Develop and maintain integrated controls plans and governance.
• Direct schedules, budgets, risk, and change management activities.
• Prepare executive dashboards and variance narratives.
