Job summary

WSP USA is seeking a Project Controls Manager to oversee and direct program controls for large transportation programs. This role can be based in San Francisco, Seattle, or Vancouver (WA/OR) as part of a multi-site team.

The ideal candidate has 10+ years in financial controls, scheduling, and EVM, with PMP or equivalent certification preferred and strong leadership across cost engineering, risk management, and reporting. Collaborative and data-driven professionals will thrive here.

Qualifications

• Bachelor's degree or equivalent in a relevant field.
• 10+ years in financial controls, finance/accounting, and scheduling on large transportation projects.
• PMP or equivalent certification preferred.
• Extensive knowledge of EVM, cost/schedule risk, and master scheduling.
• Familiarity with state DOT programming processes is a plus.
• Experience with Power BI, Excel, Word, PowerPoint.

Responsibilities

• Oversee program controls for large transportation programs.
• Coordinate across multiple projects within the program (cost engineering, cost estimating, cost analysis/control, risk management, document control, data/technology, scheduling).
• Develop integrated master schedule and risk register; align contract and program milestones.
• Lead cost and schedule risk assessments; translate estimates for DOT processes.
• Interpret cost reports and forecasts; assess budget movements and cost exposure.
• Maintain program- and project-level risk registers; support mitigation planning.
• Assist with evaluation of change events; ensure quality standards across forecasts, schedules, risk logs, and narratives.
• Lead monthly program reporting with integrated cost and schedule narratives for leadership.
• Work with Technology on data management and PMIS modules for change management and cost control.
• Serve as SME to senior management on schedule management, EVM, tools, and best practices.
