Job summary

WSP USA is seeking a Project Controls Manager to oversee and direct program controls for large transportation programs. This role can sit in Seattle, WA, San Francisco, CA, or Vancouver, WA, and will guide cost engineering, scheduling, risk management, and reporting for complex projects.

You will develop integrated master schedules, risk registers, and spend forecasts, ensuring alignment between contract schedules and program milestones.

Qualifications

• Bachelor's degree in relevant field.
• 10+ years of experience in financial controls, finance/accounting, and scheduling on large-scale transportation and infrastructure programs.
• PMP or equivalent certification preferred.
• Extensive knowledge of earned value management (EVM), cost/schedule risk assessment, and integrated master scheduling.
• Familiarity with state DOT programming processes (STIP, legislative capital requests, transportation improvement programs) is a plus.
• Reporting & BI tools experience with Power BI, Excel, Word, and PowerPoint.
• PMIS platforms (e.g., e-Builder, Primavera P6, Oracle EBS, Procore, Kahua) and Microsoft Project or similar scheduling software.
• Leadership: ability to direct multidisciplinary teams across cost engineering, scheduling, risk management, doc control, and data/tech functions.
• Strong analytical and communication skills; ability to present integrated cost/schedule narratives to leadership.

Responsibilities

• Oversee and direct program controls for large transportation programs.
• Coordinate cost engineering, estimating, risk management, document control, data/technology, and planning/scheduling activities.
• Develop the integrated master schedule, master risk register, and spend forecast.
• Lead cost and schedule risk assessment efforts and support capital cost translations for state DOT processes.
• Interpret cost reports and trends to assess delivery implications.
• Maintain program and project risk registers and support mitigation planning.
• Assist with change events and ensure forecast and reporting quality.
• Lead development of monthly program reporting and executive presentations.
• Collaborate with Technology on data management and PMIS modules for control disciplines.
