Brown and Caldwell is seeking a seasoned DC3 Program Controls professional to support Maui post-disaster recovery through planning, budgeting, risk management, and cross‑agency coordination. The role emphasizes delivering resilient infrastructure and transparent decision-making for community outcomes.

You will lead assignments on complex programs, oversee planning, procurement, controls, and reporting, and mentor team members while coordinating governance and stakeholder communications.

Qualifications

• Minimum 10 years of project management experience; multiple years in program controls or related fields.
• Experience leading complex projects on schedule and within budget.
• Ability to facilitate governance, reporting cadence, and decision forums.

Responsibilities

• Lead program controls assignments on complex projects and programs.
• Apply program management services to deliver optimal client solutions.
• Plan, execute, and monitor controls across planning, delivery, and closeout; manage risks and reporting.
• Develop controls plans and ensure successful execution of controls.
• Monitor progress, cost, schedule variances, and forecasts; propose corrective actions.
• Align cost control, planning/scheduling, and estimating functions for consistency.
• Implement standardized project controls tools, procedures, and processes.
