Job summary

Uniformed Services University is seeking a Senior Program Control Analyst to serve as a senior financial advisor for complex federal contracts. The role focuses on planning, forecasting, reporting, and contract performance analysis across the full contract life cycle.

You will partner with PIs, program managers, and leadership to deliver timely financial insight and robust controls in a hybrid-remote environment at the 4DBio Lab in Rockville, MD.

Qualifications

• Bachelor’s degree in accounting or a related field
• 7+ years of program control or federal government contracting experience
• Experience independently managing complex program finances (forecasting, ETC/EAC, funding, billing, cash flow, revenue recognition)
• Strong knowledge of FAR/DFARS and contract types (Grants, CPFF, FFP, T&M, OTAs, IDIQs)
• Advanced Excel skills with financial modeling, dashboards, and large-data analysis; Power BI preferred
• Ability to operate in an AI-enabled environment using approved tools to enhance analysis and reporting

Responsibilities

• Lead program-control activities for assigned programs and portfolios as a key financial partner
• Manage forecasts, ETCs/EACs, budgets, spend plans, and funding projections
• Lead monthly program financial reviews with PIs, program managers, and leadership
• Oversee billing, cash flow, and revenue recognition for accurate invoicing
• Maintain WBS, time-charging structures, subcontractor oversight, and contract modifications
• Develop AI-enabled reports and PI dashboards to improve visibility and decision-making
• Mentor analysts and provide guidance on forecasting and controls
