Job summary

General Dynamics - IT is seeking a Senior Program Analyst to perform advanced analytical and program control tasks for large-scale government contracts. You will develop EACs, manage Spend Plans, review subcontractor invoices, and ensure compliance with FAR/DFARS while supporting PMs and Finance teams.

You will lead the full lifecycle of subcontract activities, ROMs, and cost proposals, mentoring junior staff and ensuring accurate month-end close. A SECRET clearance is required for this role.

Qualifications

• 5+ years of government contracting, financial analysis, program analysis or related field.
• Ability to work independently with minimal supervision on complex deliverables.
• Experience with cost scenarios, ROMs, and Cost Proposals during project lifecycles.
• Knowledge of FAR/DFARS and invoice adjudication.

Responsibilities

• Develops, maintains, and presents EACs and Spend Plans, identifying variances and corrective actions.
• Reviews subcontractor invoices across programs for accuracy and compliance, approves or rejects as needed.
• Reconciles subcontractor and trailing costs against month-end actuals.
• Creates and manages POs and PRs throughout the project lifecycle with funding actions.
• Leads task order modifications and RFCs, including ROMs, cost proposals, and pricing reviews.
• Designs program controls workbooks and tracking tools in Excel to support leadership decisions.
• Conducts travel review processes per FAR/JTR and resolves complex discrepancies.
• Serves as analytics lead for PMs, Subcontracts, and Finance on controls and schedule.
• Mentors junior analysts and reviews their work products for accuracy.
• Supports startup and closeout activities to ensure financial continuity.
