Job summary

The Kenjya-Trusant Group, LLC seeks a Senior Program Analyst (Knowledge Manager) to deliver SETA support to USCYBERCOM, applying cyber acquisition and program management expertise to drive performance across command programs and operations.

Responsibilities include cost analysis for POM, affordability studies, econometric resource valuation, and budget coordination, with emphasis on data integrity, written deliverables, and CIO guidance alignment.

Qualifications

• Bachelor's Degree and minimum of 10 years of experience as a Senior Program Analyst, Program Management Analyst, or a similar role
• U.S. Citizenship is required due to access to restricted information
• Secret-level security clearance (TS/SCI w/ Poly) is required
• Experience with the PPBE process and DoD budgeting
• Proven ability to produce clear, analytic written products
• Experience supporting large financial/programmatic portfolios and time-sensitive workflows
• Proficiency with Microsoft 365, including Power BI, and data-visualization platforms
• Experience with SNAP-IT and related federal IT investment systems
• Knowledge of taxonomy management and integration
• Familiarity with CIO-level reporting cycles and DoW CIO guidance

Responsibilities

• Coordinate with stakeholders and develop cost estimates and cost models for POM-aligned documents
• Conduct affordability research, cost-benefit studies, and research reports with actionable recommendations
• Perform econometrics and valuation of resources and produce white papers detailing input and findings
• Develop justification for fiscal projections and manage traceability of data
• Support the congressional budget process with budget briefings
• Assist in accountability and audit activities (GAO, DoD IG)
