Job summary

Birchmere Group seeks a Senior Budget/Program Analyst for USCYBERCOM J8, Budget Formulation and Integration. You will support SNAP-IT submissions, CIO integration, and J-Book development, delivering structured analyses and narrative refinement for senior leadership.

You will work with DoW CIO governance forums, support BES packaging, and update planning guidance while leveraging MS 365 tools and modern data-automation platforms.

Qualifications

• Bachelor’s degree with relevant experience.
• Active TS/SCI clearance with CI Polygraph.
• Experience with PPBE or federal budgeting processes.
• Strong writing and analytical skills.
• Proactive communication and risk identification.
• Ability to produce structured analytical products.
• Familiarity with Microsoft 365 and data viz tools.

Responsibilities

• Prepare and update SNAP-IT submissions with data checks and narrative refinement.
• Support Budget Estimate Submission materials and CIO guidance inputs.
• Contribute to DoW CIO Budget Entry and J-Book development.
• Review taxonomies and update planning guidance.
• Update financial data in program systems and support governance forums.
• Develop justification book materials and budget exhibits.
• Produce clear, defensible analytical products for senior leaders.
• Engage with PBCWG and DQWG and other working groups.
