Overview
Planned Systems International (PSI) is seeking a Senior Program Analyst responsible for overseeing specific projects within a PMO Support Team on a software development Product Line at the Department of Veteran Affairs (VA). The role emphasizes defining, analyzing, and improving business processes to enhance operations and support software project requirements. The candidate will collaborate with cross-functional teams and vendors to analyze needs, design process improvements, and ensure successful software delivery. Strong analytical, communication skills, government consulting experience, and knowledge of business process engineering in an Agile environment are essential.
Essential Functions and Job Responsibilities
- Support a software development Product Line or specific project, acting as the primary point of contact and subject matter expert.
- Collaborate with VA leadership, stakeholders, developers, and colleagues to manage operations and track progress.
- Manage Jira requirements, work items, risks, and documentation.
- Maintain comprehensive knowledge of the Product Line to support communication and understanding of requirements.
- Support project management activities related to risk, schedule, scope, and requirements.
- Assist in developing high-quality responses to communication requests, including presentations, summaries, reports, and spreadsheets.
- Translate technical data into layman's terms for executive understanding.
- Coordinate and drive action items to completion.
- Monitor project progress, address issues, and report status to senior management.
- Identify and implement process improvements within the PMO.
- Research topics and recommend solutions to government clients.
- Stay informed on VA policies, industry trends, and advancements in program management and software development.
- Facilitate virtual executive meetings, prepare agendas, minutes, and track outcomes.
- Work independently to complete assignments within given parameters.
- Share best practices and information within the team.
- Perform additional duties as assigned.
Minimum Requirements
- Bachelor's degree
- 3-5 years of relevant experience
- Experience as a federal contractor or employee
- Excellent communication skills, capable of clear and concise interactions with government clients
- Experience supporting government clients and stakeholders as a consultant
- Understanding of SDLC and Agile methodologies
- Proficiency with project management tools like JIRA and MS Project
- Ability to facilitate virtual executive meetings and summarize outcomes
- Strong organizational skills, proactive attitude, and attention to detail
Required Technical/Business Tools Experience
- MS Office Suite
- MS SharePoint
- MS Visio
- Jira or similar tools

Physical Demands

- Ability to work remotely, participate in virtual meetings, and respond promptly to messages
- Availability during EST business hours
- Willingness to meet security and onboarding requirements, including travel for fingerprinting and badge pickup
