Position Description

The Sr. Program Analyst (Sr. PA) will provide lease administration support services and expertise for our client, General Services Administration (GSA). The Lease Administration Section (LA Team), Realty Support Branch is responsible for all Lease Administration (LA) and Federal OA Management.

Although, for management purposes, the Sr. PA may be assigned to a specific workload or area, they will not be limited to that. They will perform other lease and federal project administration as needed and work on special projects that may arise. The Sr. PA will support ZemiTek’s management team, including answering technical questions on GSA LA processes, assisting with quality control reviews, working on complex actions, and supporting workload and special projects (e.g., GSA initiatives prior to audit, annual file archive).

This position reports to the respective ZemiTek Project Manager/Team Lead.

The role includes file management of physical and digital files, including scanning, monitoring, updating, boxing, and sending to CSS for archiving, in accordance with current records management regulations.

Additional responsibilities include managing the full scope of services necessary to ensure timely billing for the correct square footage in all Public Building Services (PBS) Federal Buildings. This involves determining data requirements across multiple systems, acquiring data from various sources, and inputting data into these systems.

Responsibilities
  1. Lease Administration
  • Prepares lease summaries and estoppels, researching lease details, obtaining input from Building Managers & Contracting Officers, and securing legal approval.
  • Performs rental histories and analyses to resolve discrepancies.
  • Monitors lease expirations, initiates renewal processes, and maintains contact with Lessors and relevant authorities.
  • Handles scanning of documentation into GREX, reviews lease files and system data, and participates in data clean-up efforts.
  • Performs quality control on lease actions and occupancy agreements.
  • Operating Cost & Tax Escalation/Adjustment
    • Performs annual escalations and adjustments for operating costs and real estate taxes, reviewing files, obtaining necessary information, and processing increases or withholdings.
  • Change of Ownership/Novations
    • Processes ownership change requests, including documentation, legal approvals, and data system updates.
  • Acting Team Lead/Backup Duties
    • Supports workload management, attends meetings, acts as backup point of contact, and assists with training and quality control.
    Qualifications
    • BA/BS degree or equivalent experience.
    • At least 3 years’ experience in administrative assistance, research, analysis, finance, contract administration, or related fields.
    • Ability to research, analyze, and correct lease administration errors.
    • Ability to obtain a public trust clearance.
