Job summary

The Arizona Department of Health Services is seeking a Senior Procurement Specialist to lead complex contracts, agreements, and leases within the procurement program. This role negotiates terms, analyzes program needs, and collaborates with local and federal partners to ensure compliant, high-quality procurements.

Under limited supervision, you will develop, negotiate, and administer contracts, oversee risk, and provide expert guidance on procurement law, policies, and processes to agency staff

Qualifications

• Minimum three years’ experience equivalent to that of a Procurement Specialist.
• Bachelor's degree in business, purchasing, public administration or related field preferred.
• Professional certification such as CPPO, CPPB or C.P.M. preferred.

Responsibilities

• Advise managers, staff and agency partners on procedures for developing contracts or parts of contracts.
• Collaborate with program on scope of work and justification; develop solicitations and contract specs.
• Negotiate terms to minimize performance risk and cost; develop new financial agreements.
• Track department metrics and lead continuous improvement plans; provide guidance on market rate and site evaluations.
