Job summary

Qualifications

• Bachelor's degree in business administration with specialization in Materials Management.
• CPPB or CPPO certification highly desired.
• Minimum three years’ purchasing experience.
• One to three years’ supervisory or leadership experience.
• Public procurement experience.

Responsibilities

• Hire, assess, and oversee the performance of assigned staff members.
• Develop and compose specifications, scope of work, technical questionnaires, contract terms and conditions, and pricing pages for bids and proposals.
• Conduct pre-bid/proposal conferences and document information for addenda; attend openings; prepare award recommendations.
• Review proposals for adherence to RFP guidelines; negotiate contracts based on requirements.
• Draft responses concerning contract awards; address compliance issues; resolve disputes.
• Manage multi-year and term contracts; monitor insurance requirements and expansion terms.
• Communicate with district personnel about purchasing needs and inquiries.
