Job summary

Turner & Townsend is seeking a Procurement & Contracts Manager for a large-scale capital construction program based in Houston, TX, with frequent client-site travel. The candidate will lead procurement strategies, governance, and end-to-end processes, coordinating across stakeholders to ensure delivery against objectives.

Qualifications

• Bachelor's degree in Supply Chain Management, Business, Construction Management, Engineering, Quantity Surveying, or related discipline.
• Minimum 10 years of experience in procurement, contracts management, supply chain management, commercial management, or related disciplines supporting major capital projects.
• Demonstrated experience supporting large-scale construction, infrastructure, industrial, manufacturing, mission-critical, or similar capital programs.
• Experience establishing procurement and contracts functions, including governance frameworks, operating procedures, workflows, templates, and reports.

Responsibilities

• Lead procurement and supply chain activities for large-scale capital construction programs, aligning with project delivery and risk objectives.
• Develop and implement procurement strategies, sourcing plans, and contract packaging to support project execution.
• Establish and continuously improve procurement governance, procedures, workflows, and reporting as part of an integrated commercial function.
• Manage end-to-end procurement processes including market engagement, tendering, evaluation, negotiation, award, and contract administration.
