The Division of Administrative Services in West Virginia seeks a Sr. Procurement Specialist to lead advanced purchasing for DHS-related agencies. You will manage bids, approvals in OASIS, contract tracking, and supplier coordination.

Under limited supervision, you will train staff, monitor contracts, and ensure compliance with terms while driving cost-effective sourcing and timely delivery. This role combines leadership with hands-on procurement expertise.

Qualifications

• Bachelor's degree from a regionally accredited college or university.
• One year of experience for 30 credit hours of education may substitute for training.
• Three years of full-time or equivalent purchasing experience in a centralized purchasing function.
• Master's degree may substitute for up to two years of experience at 1 year per 15 semester hours.

Responsibilities

• Performs advanced-level purchasing for various agencies under DHS.
• Writes, reviews, publishes, evaluates, and awards bids within timeframes.
• Has authority to approve purchasing documents in OASIS for customer agencies.
• Monitors and maintains awarded contracts during their term.
• Implements and maintains a contract tracking system and writes changes.
• Coordinates delivery of goods and services with customer agencies and facilities.
• Oversees and trains purchasing staff in the Division of Administrative Services.
• Inputs/reviews purchasing documents in OASIS.
• Functions as lead worker in Purchasing and as a purchasing card holder.
• Performs other duties as assigned.
