Location: Charleston, WV (Onsite)
Position Type: Full-time, Classified-Exempt (At-Will)
About the Role
Are you an experienced manager ready to make a meaningful impact? The Office of Shared Administration (OSA) is seeking a dynamic and organized Director of Facilities and Logistics to manage procurement workflows, supply chain logistics, mail processing networks, state vehicle fleets, and daily facility operations across our footprint. In this critical role, you will oversee purchasing operations, optimize fleet asset utilization, manage vendor relationships, and supervise physical infrastructure to support our ongoing operational needs.
You will provide direct administrative oversight, daily operational management, and budgetary monitoring for procurement, logistical networks, agency fleet operations, and physical assets, supporting OSA, the West Virginia Department of Health (DH), the Department of Health Facilities (DHF), and the Department of Human Services (DoHS). As the primary coordinator of purchasing strategies, fleet maintenance, inventory controls, and risk mitigation, you will ensure our administrative frameworks effectively run to support the missions of these essential departments.
Key Responsibilities
As the Director of Facilities and Logistics, your management will maintain state infrastructure, departmental efficiency, and procurement performance through the following core pillars:
- Procurement & Contract Management: Oversee and manage the end-to-end procurement process for goods and services across departments. Ensure purchasing activities strictly adhere to state procurement laws, manage vendor selection, negotiate service contracts, and streamline bidding and procurement timelines to drive cost-effective operations.
- Logistics, Supply Chain & Mail Processing: Direct enterprise logistics, including warehouse operations, inventory tracking, asset distribution, office relocations, and centralized mail processing. Oversee incoming, outgoing, and inter-agency mail operations, ensuring efficient distribution, digital mail tracking, courier coordination, and postage optimization across all supported departments.
- Fleet Management & Vehicle Operations: Direct and manage the agency's automotive and specialized vehicle fleet. Oversee vehicle acquisitions, tracking, preventative maintenance programs, and disposals. Coordinate with the state Fleet Management Division to ensure full compliance with state vehicle guidelines, optimize fuel efficiency, manage driver safety policies, and track fleet utilization data.
- Divisional Supervision & Team Coordination: Directly supervise and mentor personnel within Administrative Services, Operational Administration, Procurement, and Construction and Project Management, ensuring day-to-day productivity and professional development.
- Performance Monitoring & Reporting: Track, analyze, and report on key operational performance measures—including procurement cycle times, fleet utilization and maintenance costs, mail processing volumes, postage expenditures, contract compliance, and facility maintenance metrics to implement data-backed improvements.
- Facilities Maintenance & Project Coordination: Coordinate routine facility maintenance, capital repair projects, and renovations across properties in conjunction with the Department of Administration. Oversee immediate corrective action plans for common maintenance problems and track long-term deferred maintenance tasks.
- Emergency Readiness & Compliance: Ensure all physical assets, vehicle fleets, warehouse spaces, mail facilities, and procurement workflows strictly adhere to safety, security, DOT guidelines, risk management, and ADA regulations. Implement agency disaster preparedness, business continuity, and Continuity of Operations Plans (COOP) to maintain logistical and communication resilience during disruptions.
