The State of West Virginia is seeking a Procurement Specialist Senior to perform advanced procurement and contracting work for the Bureau for Public Health. Qualifications

  • Bachelor's degree from a regionally accredited college or university.
  • Three (3) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit.
  • OR Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one year of experience for 30 credit hours of education.

Responsibilities

  • Create, issue, and renew exempt and non-exempt procurement documents in wvOASIS, including delivery orders, term contracts, master agreements, and purchase orders.
  • Track expiration dates of contracts to ensure timely renewals and prevent service interruptions.
  • Receive, log, track, and verify accuracy of purchase requests submitted by various BPH offices; maintain logs with key data.
  • Collaborate with office staff and vendors to renew or re-bid contracts as needed.
  • Serve as a lead worker, providing training and guidance to new BPH purchasers on procurement policies and wvOASIS System procedures.
