Job summary

The MIL Corporation seeks a Senior Process Improvement and Modernization Consultant to lead current-state analysis of financial management operations for a Federal Client in Washington, DC. You will facilitate sessions with process owners and leadership and drive modernization of policies, processes, and systems that support them.

This role is hybrid with possible in-person meetings at the client site in Washington, DC. Funding and client requirements affect scheduling and availability.

Qualifications

  • 5+ years of experience leading process improvement, operational excellence, or business transformation work.
  • Ability to assess unfamiliar operations and produce a defensible current-state analysis.
  • Experience designing and facilitating working sessions with senior leadership.
  • Experience working in or supporting a US federal agency.
  • Strong written and verbal communication for leadership audiences.
  • Ability to work independently and in small consulting teams.
  • Focus on quality delivery and incorporating feedback.
  • BA/BS required; ability to obtain Public Trust clearance.

Job description

Summary

The MIL Corporation is seeking a Senior Process Improvement and Modernization Consultant (Business Analysis, Senior Analyst) to work on a consulting team providing analysis and recommendations to a Federal Client in Washington, DC. This role leads current-state analysis of financial management operations, facilitates the working sessions where process owners and leadership reach decisions, and drives modernization of the policies, processes, and systems that support them. This position currently requires a hybrid schedule with possible in-person meetings at the client site in Washington, DC. The schedule is subject to change based on client, MIL, and contract requirements. This position is currently unfunded and is being posted in anticipation of a future contract award and funding approval. We are proactively identifying and engaging with qualified candidates. While candidates may be contacted for pre-screening, any hiring decisions will be contingent upon funding availability and final program requirements or client approval.

Responsibilities
  • Assess the current state
  • Map current-state financial and administrative processes end to end, across organizational and system boundaries
  • Identify process breakdowns, handoff delays, rework loops, and duplicated effort, and determine root causes
  • Assess the gap between documented policy and actual practice
  • Evaluate processes, data, and supporting systems against applicable federal statutes, regulations, standards, and leading practices
  • Evaluate the completeness and accuracy of data supporting financial operations
  • Facilitate and align stakeholders
  • Design and facilitate working sessions with process owners, system owners, and client leadership
  • Develop stakeholder maps and sequence engagements so that decisions are made at the appropriate level
  • Reconcile conflicting accounts of how a process operates across organizations and systems to establish an accurate baseline
  • Serve as the primary point of coordination between client staff, client executives, and the consulting team
  • Coordinate with client teams to align people and process goals with program requirements
  • Drive modernization
  • Develop sequenced, practical recommendations for process, policy, governance, and system improvements
  • Partner with client teams through implementation, adoption, and sustainment of approved changes
  • Draft and edit standard operating procedures and policy documentation for staff and leadership audiences
  • Guide the development and standardization of business process documentation across the organization
  • Prepare findings reports and executive briefings that support decisions on modernization priorities

Required Qualifications
  • 5+ years of experience leading process improvement, operational excellence, or business transformation work
  • Demonstrated ability to independently assess an unfamiliar operation and produce a defensible current-state analysis
  • Direct experience designing and facilitating working sessions or improvement events with mixed stakeholder groups, including senior leadership
  • Experience working in or supporting a US federal agency
  • Strong written communication, including standard operating procedures, assessments, and findings prepared for leadership audiences
  • Strong verbal communication and the ability to lead discussions with clients and stakeholders
  • Ability to work independently and on small, focused consulting teams in a dynamic environment
  • Focus on quality delivery and ability to incorporate constructive feedback
  • Education BA/BS Clearance Must be able to obtain a Public Trust. Prior federal investigation preferred.
Desired Qualifications
  • Experience in federal accounting, budgeting, or financial management
  • Formal training in a structured improvement methodology (Lean, Six Sigma, or equivalent) with demonstrated application
  • Experience in the creation of policies and standard operating procedures

Additional benefits and incentives may also apply, which will be communicated during the hiring process. For this position, the projected compensation range is $130,000 - $150,000 per year. This estimate represents the typical salary range and is just one part of MIL's complete compensation package.
