Job summary

Camp Construction Services is seeking an experienced Preconstruction Manager in Houston to own budgeting, competitive buyout, and project commitments for all Operations projects. You will bridge sold work and buildable budgets, drive buyout savings, and coach PMs on budget discipline.

You will lead subcontractor management, ensure clear scopes, pricing, and schedules, and support Sales/Estimating with risk assessments and constructability insights. This role reports to the General Manager.

Qualifications

• 5+ years of experience in construction preconstruction, estimating, buyout, or project management.
• Experience with competitive subcontractor buyout and subcontract negotiation.
• Ability to read, develop, and manage detailed project budgets and cost sheets.
• Strong quantitative, analytical, and financial discipline.
• Knowledge of subcontract terms, insurance requirements, purchase orders, and commitment systems.
• Ability to influence, coach, and hold Project Managers accountable without direct authority.
• Strong communication, organization, negotiation, and problem-solving skills.

Responsibilities

• Own project budgets from Sales/Estimating handoff through preconstruction and reconcile with execution requirements.
• Lead subcontractor and material buyout, solicit bids, and track savings against budget.
• Issue subcontracts and purchase orders before mobilization with clear scope, pricing, and terms.
• Partner with Subcontractor Management and Recruiting to maintain a competitive vendor base.
• Implement standard cost sheets, scopes, and qualification requirements; provide local feedback.
• Own the preconstruction RFI process and cost impacts; transition unresolved RFIs to PM.
• Support Sales/Estimating with constructability, pricing, and risk assessments.
• Develop realistic project schedules aligned with field execution and AP/AR needs.
• Lead buyout review sessions and drive issue resolution prior to work start.
