Job summary

The Holston Group, Inc. seeks an experienced Senior Portfolio Manager to support government portfolios with robust program management practices. You will develop tracking tools, coordinate milestones, and prepare briefings to inform program decisions.

Responsibilities include cross-portfolio analysis, integration of COAs and SOPs, and collaboration with DoD and US government partners to advance cyber capabilities and acquisition oversight.

Qualifications

• Master's degree required plus 10 years of relevant experience.
• Or Bachelor's degree with 12 years' experience in performing requirements for a total of 12 years.
• HS diploma/Associate's degree with 16 years' experience in performing requirements.
• PMP or PGPM certification required.
• Minimum 10 years of experience in developing, implementing, and managing a portfolio of projects within an organization similar to the cyber operations environment.

Responsibilities

• Develop standard methods for tracking and reporting programs, acquisition strategies, and project statuses across portfolios.
• Coordinate crosswalks for milestones and interdependencies among projects and/or functional areas.
• Prepare and support presentations for program reviews to assist in decision making.
• Facilitate integration of capabilities into COAs and SOPs for organizational training.
• Identify, assess, and advocate for cyber operational requirements across commands.
• Coordinate with DoD and government partners to facilitate capability research and knowledge sharing.
• Conduct functional needs analyses for CONPLANs and OPLANs to ensure service component adequacy.
• Contribute to IPL and issue paper processes including developing documents within timelines.
• Apply advanced business analytics to budget, finance, schedule, capabilities, and processes.

Job Description

The Senior Portfolio Manager assists with the development and propagation of standard program management processes and practices across our government client portfolios to achieve robust acquisition oversight of disparate projects and programs. This support includes providing Portfolio Management assistance to support our government client directorates with collaboration, communication, and knowledge sharing efforts through the establishment of program management tracking tools to enhance coordination efforts between Services' Program Management Offices.

• Develop standard methods for tracking and reporting programs, acquisition strategies, and project statuses across portfolios.
• Coordinate crosswalks for milestones and interdependencies among projects and/or functional areas.
• Prepare and support delivery of presentations to assist with program/initiative/portfolio status reviews to assist our government client with program decision making.
• Facilitate the integration of capabilities into courses of action (COA), assisting in the development of Division Standard Operating Procedures, and advocating for the Services to organize, train, and equip forces capable of delivering desired effects.
• Identify, assess, and advocate for current and future operational cyberspace requirements across combatant commands.
• Coordinate with commercial vendors, DoD, and other U.S. Government partners to facilitate capabilities research, development, technical assurance, and knowledge sharing.
• Conduct Functional Needs Assessments (FNA) and Functional Area Analyses (FAA) of Concept Plans (CONPLAN) and Operational Plans (OPLAN) to determine the adequacy of Service components and supporting agencies to deliver cyberspace effects.
• Contribute information to the Integrated Priority List (IPL) and Issue Paper process including developing, consolidating, and managing capability requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for review and analysis.
• Analyze cyber capability funding requirements combined with execution history to develop concise descriptions of impacts and alternatives.
• Apply advanced business analytics to examine data related to budget, finance, schedule, capabilities, and processes, to identify inefficiencies and recommend solutions for the improvement of deficiencies, omissions, and gaps.
• Conduct records and knowledge management activities for our government client cyber capability and portfolio management activities to include drafting program plans and documentation.
• Assist in the management of theorganization's cyber capabilities portfolio management efforts to include providing analysis, research, and advocacy support for the advancement of the organization cyber capability and portfolio management activities.

Qualifications

• Master's degree required plus 10 years of experience in relevant experience. In lieu of a Master's degree, a Bachelor's degree with an additional 2 years of experience in performing requirements for a total of 12 years; or HS diploma/Associate's degree with an additional 6 years of experience in performing requirements for a total of 16 years.
• Project Management Professional (PMP) certification or Program Management Professional (PGPM) required.
• Minimum of 10 years of experience in developing, implementing, and managing a portfolio of projects within an organization similar to the complexity of the cyber operations environment.
• Provide advice, technical guidance and expertise to program and project staff.
• Experience working in a complex cyberspace operation and/or multi-stakeholder environment.

Security Clearance Requirements

• Candidate must possess a current Top Secret/Sensitive Compartmented Information (TS//SCI) level clearance with poly required.
