Job summary

Inflow NS is seeking a policy analyst to conduct comprehensive research and analysis on DC3 policy issues, supporting performance and security objectives for DoD and other agencies. You will collaborate with government civilians and contractors, manage policy projects, and develop proposals with stakeholders.

The role requires an active Top Secret/SCI clearance, strong analytical abilities, and excellent communication across organizational levels. MD site with federal customers and diverse teams.

Qualifications

  • Active Top Secret/SCI clearance is required.
  • Experience developing/managing policy for DAF/DoD in forensics, cybersecurity, or cyber threat analysis.
  • Ability to apply strong analytical and problem-solving skills to resolve complex technical and operational challenges.
  • Experience communicating across all organizational levels and presenting complex information clearly.
  • Comprehensive knowledge of policies impacting cybersecurity, forensics, cyber training, and system development.

Responsibilities

  • Conduct in depth research on DC3 policy issues using various sources and analyze existing policies to assess effectiveness.
  • Identify emerging trends, challenges, and opportunities and maintain accurate records.
  • Manage complex policy projects from start to finish, develop and manage project plans and timelines.
  • Establish and maintain enterprise policy requirements for project execution and performance measurement.
  • Develop policy proposals and recommendations, engage with stakeholders to gather feedback and represent the DC3 in forums.
  • Consult with stakeholders and build relationships with partners to ensure effective policy development.
  • Present proposals and facilitate consensus.
  • Prepare communication materials and presentations to convey complex policy issues.
  • Respond to inquiries from stakeholders to ensure clear information across the Dept, Federal Government, academia, and industry.

What level Clearance do I need?

You must possess an active Top Secret / SCI clearance.

What will I be doing?

Using your expertise in policy analysis, you will be conducting comprehensive research and analysis on complex DC3 policy issues, utilizing diverse sources and methods, supporting analytical, technical, administrative, and security services to enhance the operational effectiveness of the customer's directorates. In addition, you will:

  • Conduct in depth research on DC3 policy issues using various sources (academic literature, government reports, stakeholder consultations, data analysis) and analyzing existing policies and programs to assess their effectiveness
  • Identify emerging trends, challenges, and opportunities and maintain accurate records
  • Manage complex policy projects from start to finish, develop and manage project plans, timelines, and dependencies
  • Establish and maintain enterprise policy for requirements of project execution and performance measurement and monitor project progress, resolving issues as needed
  • Develop policy proposals and recommendations, engage with stakeholders to gather feedback, and represent the DC3 in various forums
  • Conduct consultations with stakeholders and build strong relationships with partners to ensure effective policy development
  • Present proposals and facilitate consensus
  • Prepare communication materials and presentations to convey complex policy issues
  • Respond to inquiries from stakeholders to ensure clear and concise information is provided across the Department, Federal Government, academia, and industry
  • Other duties as assigned
What experience, training, and education do I need?

You mustmeet theminimumrequirements:

  • Active Top Secret/SCI clearance
  • Experience developing/managing policy for DAF/DoD in forensics, cybersecurity, or cyber threat analysis
  • Ability to apply strong analytical and problem-solving skills to resolve complex technical and operational challenges
  • Experience in communicating effectively across all organizational levels, with a demonstrated ability to present complex information clearly in both written and oral forums
  • Comprehensive knowledge of policies impacting cybersecurity, forensics, cyber training, and system development to ensure compliance and guide project execution
  • Familiarity with National Cyber Intelligence programs
  • Knowledge of DoD and US IC resource planning policy
