Exigent Services, LLC is pursuing a contract with the DHA Medical Affairs and Health Services and Policy Oversight (HSP&O) and is seeking qualified candidates for a potential Senior Policy Analyst (SME II) position. This opportunity is contingent upon contract award. Qualified candidates may be considered for inclusion in Exigent's proposal submission to the Government. Candidates selected for proposal submission must be willing to provide an updated resume and sign a Letter of Commitment indicating their intent to support the contract if awarded to Exigent Services. Employment is contingent upon contract award and any customer approval requirements.
The Senior Policy Analyst (SME II) will:
- Provide senior-level policy analysis, strategic planning, and program support for the Defense Health Agency (DHA) Disability Evaluation System (DES), Integrated Disability Evaluation System (IDES), and Special Compensation for Assistance with Activities of Daily Living (SCAADL) programs
- Analyze federal laws, regulations, Department of Defense policies, Department of Veterans Affairs guidance, and Military Department procedures to assess program impacts and develop policy recommendations
- Develop policy guidance, legislative reviews, decision papers, executive correspondence, briefing materials, reports, and recommendations to support senior leadership decision-making
- Lead and support Quality Assurance Program activities, including compliance reviews, performance monitoring, policy implementation assessments, and development of corrective action recommendations
- Conduct operational research, program evaluations, statistical analysis, and performance assessments to identify trends, measure program effectiveness, and support continuous process improvement initiatives
- Develop recurring and ad hoc reports, dashboards, executive summaries, presentations, and analytical products using data obtained from multiple government systems and stakeholders
- Support Disability Evaluation System case management activities by monitoring policy compliance, timeliness requirements, data quality, and resolution of programmatic issues affecting individual cases
- Coordinate with Department of Defense, Defense Health Agency, Department of Veterans Affairs, Military Departments, and other federal stakeholders to support policy implementation, reporting requirements, and program objectives
- Facilitate meetings, working groups, audits, inspections, surveys, and reporting activities by preparing agendas, meeting materials, briefing packages, meeting minutes, and follow-up action tracking documentation
- Support management and continuous improvement of program systems, business processes, records management activities, training materials, and operational procedures
- Assist in preparation of annual, quarterly, and special reports, including Disability Annual Reports, Quality Assurance Reports, Inspector General reviews, SCAADL assessments, survey reports, and other executive-level deliverables
- Provide subject matter expertise and technical guidance related to disability evaluation policy, compensation programs, quality assurance, program performance, statistical analysis, and compliance with DoD and federal requirements
For this position, you will have:
- Bachelor's degree in Public Policy, Political Science, Public Administration, Business Administration, Healthcare Administration, Government Studies, or a related field
- Active Project Management Professional (PMP) certification or Lean Six Sigma Black Belt certification
- Minimum of five (5) years of experience conducting policy analysis, policy planning, program evaluation, quality assurance, compliance monitoring, or legislative support activities
- Demonstrated experience researching and interpreting federal laws, regulations, policies, directives, and guidance and assessing operational impacts on programs and organizations
- Experience developing reports, briefings, decision papers, executive correspondence, and policy recommendations for senior leadership
- Experience utilizing databases, developing reports and spreadsheets, and performing statistical and trend analysis to support program decision-making
- Experience with records management, data quality assurance, and performance reporting activities
- Strong analytical, critical thinking, and problem-solving skills with the ability to evaluate complex issues and develop practical recommendations
- Excellent written and verbal communication skills, including experience preparing executive-level reports, presentations, and briefing materials
- Advanced proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Teams
- Ability to obtain and maintain a Tier 1 background investigation and Common Access Card (CAC) eligibility
