Job summary

Douglas County’s Planning Division is seeking a Principal Planner to supervise staff, coordinate complex planning and zoning activities, and act as liaison with TRPA and regional entities. The role emphasizes professional planning expertise, leadership, and effective public engagement in entitlement processes.

The incumbent will develop staff reports, review development applications, and ensure compliance with local, state, and federal codes while guiding growth that aligns with the County

Qualifications

• Bachelor's degree in Land Use Planning, Environmental Studies, Public Administration or a closely related field with five (5) years of professional planning experience; two (2) years in a supervisory role; or an equivalent combination of education, training and experience.

Responsibilities

• Supervises and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; manages recruitment, onboarding and evaluations; ensures proper staffing and coverage.
• Develops and implements goals, objectives, policies, procedures and work standards for the division.
• Receives and processes applications such as variances, rezonings, plan amendments, subdivisions, annexations, special use permits, and regulation items.
• Develops staff reports and materials for Planning Commission and Board of County Commissioners presentations.
• Provides planning services to achieve coordinated growth; ensures conformance with County goals and regulatory codes.
• Reviews development plans for compliance; advises developers; explains regulations; suggests design improvements.
• Represents the County at meetings and on regional boards and programs; TRPA liaison as applicable.
• Oversees the development review process; coordinates with divisions; prepares reports for leadership and commissions.
• Manages special projects and studies; oversees CDBG program.
• Collaborates with regional agencies and community groups on planning and zoning issues.
• Initiates and recommends ordinances, programs, policies and long-range planning efforts.
• Contributes to team goals and serves with integrity and accountability.
