Job summary

The City of Redding's Personnel Department seeks an experienced Senior Personnel Analyst to lead complex public-sector HR operations. The role emphasizes independent work, collaboration with management, and practical service to the organization.

The ideal candidate will supervise a team of Personnel Analysts, manage recruitment, classification, compensation, onboarding, and staff development, and ensure alignment with Memoranda of Understanding and City policies.

Qualifications

  • Bachelor's degree in public administration, personnel management, or related field.
  • Five years of progressively relevant experience and one year of supervisory experience.
  • Public-sector HR experience preferred.
  • Ability to work independently and in a team.

Responsibilities

  • Perform complex Personnel functions, including recruitment, classification, compensation, onboarding, and staff development, and manage programs.
  • Supervise and lead a team of Personnel Analysts responsible for recruitments and ensuring personnel actions align with Memoranda of Understanding and City policies.
  • Develop, evaluate, and coordinate citywide training programs, including material development, and prepare and administer training contracts.
  • Assist with the salary and benefit negotiation process with the represented bargaining unit, including analysis of proposals, classification and compensation studies, and preparation of draft reports, policies, and procedures for action by City staff and City Council.
  • Assist with the annual Citywide Personnel budget and position control.

We are looking for someone to:

  • Perform complex Personnel functions, including recruitment, classification, compensation, onboarding, and staff development, and manage programs.

  • Develop, evaluate, and coordinate citywide training programs, including material development, and prepare and administer training contracts.
  • Assist with the salary and benefit negotiation process with the represented bargaining unit, including the analysis of proposals, completion of classification and compensation studies, and preparation of draft reports, policies, and procedures for action by City staff and City Council.
  • Assist with the annual Citywide Personnel budget and position control.
Knowledge of:
  • Fundamental principles and practices of public personnel administration, including principles and techniques of recruitment, job analysis, employee selection, training, discipline, and evaluation.
  • Laws and administrative regulations regarding employment.
  • Methods of gathering, organizing and conveying information.
  • Budget preparation.
Ability to:
  • Interact effectively and tactfully with the public and employees, including those in stressful situations, and establish and maintain cooperative working relationships with those contacted in the course of work.
  • Gather, analyze, and present data and information.
  • Draw logical conclusions and make appropriate recommendations.
  • Understand, interpret, explain, and apply policies, laws, rules, regulations, standards, and procedures; prepare training materials and make related presentations
Education and Experience:
  • Typical education would include a Bachelor's degree from an accredited college or university in public administration, personnel management, or a related field.
  • Typical experience would include five years of progressively relevant experience and one year of supervisory experience.

This position may offer opportunities for remote or hybrid work, depending on operational needs.
