Job summary

General Dynamics IT is seeking a Performance Management Analyst III to design and maintain performance measures, dashboards, and reports for a DHS national cyber operations center. You will transform operations data into leadership-ready insights on readiness, workload, timeliness, and quality.

You will own the performance measurement framework, support AI-enabled tool effectiveness on mission outcomes, and train staff while ensuring reliable reporting during normal and surge operations.

Qualifications

• Bachelor's degree in Data Analytics, Statistics, Information Systems, Business, or related field.
• Minimum 5 years of experience in business intelligence, performance management, or operational analytics.
• Experience designing KPI frameworks and dashboards in Power BI, Tableau, Qlik, or Palantir.
• Proficiency in SQL and working with data from multiple operational systems.
• Experience producing executive-level reports and briefings.
• Active Top Secret (TS) clearance.
• Eligibility to obtain and maintain TS/SCI access.
• Ability to work onsite at DHS Headquarters and other agency sites in the National Capital Region.

Responsibilities

• Design, build, and maintain KPI frameworks, dashboards, and reports to show DHS operational performance.
• Develop, update, and maintain performance measurement and reporting procedures including data collection and validation steps.
• Partner with business analysts to refine mission-performance procedures and escalation workflows; support testing of changes.
• Define measures for intake, timeliness, escalation, and staffing readiness; document calculation rules.
• Produce monthly and quarterly performance and readiness reports for leadership and reviews.
• Create and deliver staff training and maintain knowledge repositories for performance systems.
