We are seeking an experienced Senior Payroll Specialist to take full ownership of our payroll operations and ensure end-to-end compliance with all regulatory and financial requirements.

We are seeking an experienced Senior Payroll Specialist to take full ownership of our payroll operations and ensure end-to-end compliance with all regulatory and financial requirements.

Position Summary

The Senior Payroll Specialist will manage the entire payroll process from start to finish, with a strong focus on certified payroll reporting, job costing, and compliance with Davis-Bacon and prevailing wage laws. This individual will be instrumental in ensuring timely and accurate payroll processing, while navigating the complexities of multi-state payroll and tax regulations in a construction and manufacturing environment.

Key Responsibilities

  • Oversee and execute weekly payroll for approximately 200 employees across multiple states.
  • Ensure compliance with Davis-Bacon Act, prevailing wage regulations, and certified payroll reporting standards.
  • Prepare and submit certified payroll reports in accordance with federal, state, and local government requirements.
  • Manage job costing, ensuring labor costs are accurately allocated to the appropriate projects and cost codes.
  • Maintain accurate and up-to-date employee payroll records and timekeeping data.
  • Monitor and apply correct wage determinations to applicable projects.
  • Process payroll deductions, tax withholdings, and employer contributions accurately and on schedule.
  • Reconcile payroll transactions with accounting and project management systems.
  • Partner with project managers and field supervisors to ensure proper labor tracking and reporting.
  • Stay informed about changes in labor laws, wage rates, and payroll compliance requirements.
  • Support internal and external audits by providing detailed payroll records and reports.

Requirements

  • 5+ years of payroll experience, ideally within a construction or manufacturing environment.
  • Strong expertise in certified payroll reporting, Davis-Bacon, and prevailing wage law compliance.
  • Experience with job costing and labor cost allocation across multiple projects.
  • Proficient in multi-state payroll processing and understanding of related tax and labor regulations.
  • Solid knowledge of payroll software systems (e.g., Viewpoint, Sage, ADP, or equivalent).
  • Meticulous attention to detail, accuracy, and strong organizational skills.
  • Ability to manage confidential information with discretion.
  • Strong communication skills and the ability to collaborate effectively with internal departments.

Preferred Qualifications

  • CPP (Certified Payroll Professional) certification.
  • Experience with certified payroll platforms (e.g., LCPtracker, eMars, or similar).
  • Familiarity with cost accounting principles and project-based payroll workflows.
