Qualifications

• Associate’s degree in Business Administration, Accounting, Human Resources, or related field, plus 3 years payroll processing experience, including 1 year in lead/supervisory role.
• Equivalency: 30 college semester units in related field + 1 additional year of related experience.
• Bachelor’s degree with major coursework may substitute for 1 year of required experience.

Responsibilities

• Supervises subordinate staff in payroll activities (salaries, benefits, garnishments, taxes, deductions).
• Sets work priorities, schedules, trains staff, conducts evaluations, and recommends actions.
• Oversees daily Payroll Division operations and inter-department coordination.
• Ensures timely processing of payroll updates for hires, terminations, changes.
• Ensures compliance with federal, state, and local payroll laws and reporting requirements.
• Coordinates with other agencies and auditors; provides requested information.
• Maintains internal controls and implements process improvements.
• Develops payroll policies and monitors compliance with them.
• Communicates confidential information to City staff and external agencies.
• Responds to data clarification requests and supports city budget administration.
• Develops and tests new system processes with applicable City Departments.
• Investigates and resolves issues from external entities or internal units.
• Coordinates payroll entries with Finance to reflect in GL and budget reports.
• Reviews retirement systems for cap and contribution limits.
