Job summary

Permasteelisa North America is seeking a Payroll & Benefits Manager in Mendota Heights, MN to oversee US and Canadian payroll operations, including ADP processing for 500+ employees and complex benefits programs. You will lead a payroll team, ensure compliance with US/Canada regulations, and manage vendor relationships.

The role requires a bachelor’s degree and 8+ years in payroll/benefits, with strong experience in ADP, SuccessFactors, and HRIS.

Qualifications

• Requires bachelor’s degree with a minimum of 8 years of payroll and benefits administration experience.
• 6+ years of US and Canadian payroll experience including experience in processing payroll for unions.
• Demonstrated experience owning complex benefit programs, vendor relationships.
• Strong understanding of payroll compliance in both the US and Canada, including tax laws, FLSA, deductions, and reporting requirements.
• 5-7 years of progressive experience in benefit administration, analysis or management.
• Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employees benefit and compensation programs, including FLSA, ERISA, ACA, COBRA, FMLA, ADA, SECTION 125, Medicare, Social Security, and DOL requirements.
• Strong problem-solving, analytical and communication skills.
• Financial Reconciliation: Perform complex payroll-to-GL reconciliations, review labor costing questions, and partner closely with the Accounting team to ensure accurate payroll GL reporting.
• Strong collaboration skills to work cross-functionally with HR, HRIS and Finance, Proficient in MS Office Suite, especially Excel.
• Experience with US/Canada Visa processing.
• Ability/Experience managing a team (5+ years)

Responsibilities

• Oversee US & Canadian payroll processing in ADP for 500+ union and non-union employees, including oversight for certified payroll.
• Accurate and timely submission of payroll taxes and quarterly and year-end tax reporting including W-2’s and T4’s; lead and develop payroll staff.
• Act as liaison between employees and insurance/benefit providers to resolve issues and optimize plan utilization.
• Coordinate all FMLA, Short/Long Term Disability, and all types of leave activity.
• Recommend and support payroll system enhancements and internal controls to improve accuracy and efficiency.
• Manage events such as open enrollment, HSA/FSA enrollments, and 5500s; ensure compliance.
• Coordinate activities of Investment Advisory Committee and Benefits Committee; manage external vendors.
