Salt Lake City Corporation is seeking a Payroll and Accounting Manager to oversee all payroll operations, ensure compliance with federal, state, and local laws, and manage internal reporting and controls. This role collaborates with Human Resources, auditors, and external agencies to safeguard accurate payroll records and timely payments.

The position reports to Finance, supervises payroll staff, and leads the use of the City’s ERP and timekeeping system.

Qualifications

• Bachelor’s degree in accounting or related field plus four years’ payroll processing and bookkeeping experience.
• Proficiency in accounting and knowledge of budgetary requirements, IRS regulations, and Utah Retirement System compliance.
• Knowledge of payroll systems, accounting database programs, and proficiency in Microsoft Excel spreadsheets.
• Ability to communicate effectively with supervisors, city employees, administrators, and outside professional auditors and contractors.
• Knowledge of federal, state, and local payroll tax laws and regulations; IRS Forms 941 expertise.

Responsabilités

• Supervises payroll staff and supports recruitment and performance management.
• Manages implementation and interpretation of department policies and timekeeping system.
• Provides customer service and resolves payroll issues; answers management questions.
• Leads payroll scenario testing within ERP system.
• Ensures timely W-2 reporting and compliance with regulations.
• Oversees accounts payable and contract processes citywide.
• Provides training to payroll team and department personnel.
• Reconciles payroll and tax filings with ledgers and reports.
