Job summary

Keolis America, Inc. is seeking a senior Operations Manager to lead mobilization of a large passenger service contract in Concord, CA. You will drive safety governance, asset maintenance, and client relationship management, ensuring on-time, on-budget delivery.

The role requires strategic planning, cross-functional leadership, and experience with PPPs or regulatory environments. A Bachelor’s degree and strong incident response background are preferred.

Qualifications

• Experience managing safety, performance and P&L.
• Bachelor’s degree or equivalent training and experience.
• Experience with emergency planning, incident response and safety management in a [mode] environment.
• Experience with PPPs is an advantage.
• FRA/FTA/regulator experience.

Responsibilities

• Lead mobilization of the contract to commence passenger services safely, on time and on budget.
• Develop integrated annual business plan within the wider KTA plan.
• Monitor monthly performance and drive improvements across safety, operations and finance.
• Ensure safety governance and a just culture within the organization.
• Improve passenger service delivery and asset management processes.
• Manage client relationships and contract governance with the client.
• Represent Keolis to local transport agencies and identify growth opportunities.
