Job summary

AMERICAN SYSTEMS is seeking a senior Network Program Manager to lead NOC/WNOC Network Management Support Services for federal programs. You will be the primary contact for the COR, organize complex network operations, and manage contractor personnel across multiple locations.

You will drive program execution, quality, staffing, customer engagement, and timely work products. The role requires a PMP and ITIL v3 Foundation, 15+ years in related fields, and experience with enterprise LAN/WAN,

Qualifications

• Bachelor's degree or higher in a technical field.
• 15+ years of experience in contract ops or large federal programs.
• Experience managing distributed teams on mission-critical services.
• Experience with performance mgmt, QA, staffing, risk, and reporting.
• Strong ability to brief senior leaders and produce concise docs.
• Experience with 24x7x365 NOC/WNOC operations and related infra.

Responsibilities

• Oversee all aspects of task order performance per PWS and schedules.
• Serve as point of contact for COR; coordinate with GPM, TPOC/TM, GS.
• Organize and manage NOC/WNOC support functions.
• Lead transition-in/out activities including staffing and risk mitigation.
• Develop and execute PMP, Quality Control Plan, and Staffing/Resource Plans.
• Implement quality controls, metrics, and performance measures; address deficiencies.
• Manage staffing, resources, and ensure key positions are filled.
• Lead monthly Program Management Review preparations and reporting.
• Ensure deliverables are accurate, stored in approved repositories like Teams/SharePoint/Confluence/Jira.
• Coordinate with technical leads on monitoring, incident, problem, and support.
• Identify risks and provide mitigation and decision-quality recommendations.
