Job summary

TQI Solutions seeks a Project/Program Manager II to provide technical leadership and day-to-day management for Navy software modernization task orders. You will oversee multidisciplinary teams across software development, systems engineering, cybersecurity, and logistics to align with program objectives and Agile practices.

The role requires a Bachelor’s degree, 10+ years of relevant experience, and U.S. citizenship with an active Secret clearance.

Qualifications

• Bachelor's degree in a technical or managerial discipline is required.
• Minimum of 10 years of direct work experience supporting C4ISR or similar programs.
• Minimum of eight years of direct work experience involving software maintenance activities, including design and development, production, installation, and test and evaluation.
• Experience supervising project personnel and/or multidisciplinary technical teams, scheduling work, and coordinating day-to-day project operations.
• Experience writing proposals and/or preparing bids in support of federal or DoD programs.
• Experience coordinating the ordering and/or transportation of equipment and materials in support of project requirements.
• Working knowledge of the FAR and DoD procurement policies and procedures.
• Minimum of four years of experience managing Navy projects using Agile methodologies.

Responsibilities

• Serve as the technical manager for individual or multiple task orders supporting a U.S. Navy software modernization program.
• Supervise day-to-day project operations and coordinate technical activities to ensure successful execution of assigned task orders.
• Organize, lead, and direct multidisciplinary teams of contractor personnel supporting software development, systems engineering, cybersecurity, infrastructure, maintenance, logistics, and related technical activities.
• Serve as the primary interface and point of contact with the Program Manager for technical, operational, schedule, staffing, and project execution matters.
• Lead project execution in accordance with Agile methodologies and principles, ensuring Agile practices are consistently applied across planning, prioritization, execution, team collaboration, performance monitoring, stakeholder engagement, and delivery.
