Job summary

TQI Solutions Inc in Chesapeake, VA is seeking an Operations Manager IV to lead a large-scale U.S. Navy software modernization program. You will oversee executive-level program management, cross-functional teams, and government stakeholder engagements to ensure delivery of mission-critical capabilities.

This on-site, full-time role requires a Masters, 10+ years of experience, and a U.S. Government security clearance.

Qualifications

• Master's degree required.
• Minimum of 10 years of experience in operations or program management.
• Experience leading complex DoD or Federal government programs.
• PMP certification preferred.
• Experience managing Navy or DoD software programs exceeding $50 million preferred.

Responsibilities

• Provide executive leadership and overall program management for a large-scale U.S. Navy software modernization contract.
• Serve as the primary point of contact for Government stakeholders, including NIWC Atlantic, PEO MLB, and Fleet representatives.
• Direct all technical, operational, financial, contractual, and staffing activities to ensure successful program execution.
• Lead multiple cross-functional teams supporting systems engineering, software development, cybersecurity, infrastructure engineering, product management, and DevSecOps initiatives.
• Oversee Agile Release Teams (ARTs), ensuring alignment between program objectives, technical execution, and customer priorities.
