Job summary

United States Naval Observatory (USNO) seeks a Financial Project Manager Support to provide financial analyst support to the Resources Management Department. The role covers N-ERP processing, financial reporting, contract preparation, closeout, audit readiness, procurement package processing, and dashboard reporting.

The candidate will maintain documentation, ensure compliance with DoD/Navy regulations, and support budget reconciliation and procurement activities.

Qualifications

• 6+ years of senior-level experience supporting Navy budget execution and reconciliation across financial systems.
• Working knowledge of DoD and Navy financial management regulations, policies, and procedures.
• Knowledge of Navy audit standards.
• Experience using N-ERP in DoN budget execution.

Responsibilities

• Create, release, and track procurement packages for USNO projects following business rules.
• Ensure KSD is complete and accurate in N-ERP.
• Input financial transactions into N-ERP and monitor ledger variances.
• Support budget reconciliation and closeout activities; recapture unobligated funds.
