Job summary

The United States Naval Observatory seeks a Financial Project Manager Support to provide financial analyst support to the Resources Management Department (N01F). This role includes N-ERP processing, financial reporting, contract preparation, closeout, audit readiness, procurement package processing, budget reconciliation, and related financial management activities.

Qualifications

• Minimum of 6 years of senior-level experience supporting DoD/Navy budget execution and reconciliation across various financial systems.
• Working knowledge of DoD and Navy financial management regulations, policies, and procedures.
• Working knowledge of the DoD Financial Management Regulation (DoD FMR).
• Knowledge of Navy audit standards.
• Experience utilizing N-ERP in support of DoD/Navy budget execution.
• Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, SharePoint.

Responsibilities

• Create, release, and track procurement packages for USNO projects while ensuring required business rules are followed.
• Ensure Key Supporting Documentation (KSD) is complete and accurate in N-ERP.
• Input financial transactions into N-ERP.
• Gain access to, retrieve, and analyze information from various Government reporting systems.
• Support budget reconciliation activities.
• Recapture unobligated funds in N-ERP.
• Clear unliquidated obligations (ULOs).
• Prepare reports and supporting artifacts for financial briefs and dashboards, as required.
