Job summary

United States Naval Observatory is seeking a Financial Project Manager Support in Washington, DC to assist the Resources Management Department with financial analysis, procurement processing, and budget reconciliation. The role emphasizes audit readiness and accurate reporting across N-ERP and related systems.

The incumbent will prepare procurement packages, maintain documentation, analyze ledger variances, support contract closeout, and produce monthly progress reports to USNO leadership,

Qualifications

Minimum of 6 years senior-level experience supporting Department of the Navy budget execution across financial systems.
Proven working knowledge of DoD and Navy financial management regulations, policies, and procedures.
Working knowledge of the DoD Financial Management Regulation (DoD FMR).
Experience with N-ERP and procurement workflows; proficient in MS Office tools (Word, Excel, PowerPoint, SharePoint).

Responsibilities

Create, release, and track procurement packages for USNO projects following required business rules.
Ensure KSD is complete and accurate in N-ERP.
Maintain redundant copies of required documentation in SharePoint.
Input financial transactions into N-ERP and monitor ledger activity.
