TSC in Arlington, VA, seeks a Senior Navy Financial/Program Analyst to support NAVSEA Above Water Sensors unit, PMW 510. The role emphasizes program financial planning, budget execution, and interaction with government customers via MS Teams.

Ideal candidate has a Bachelor’s degree with 10+ years DoD acquisition and financial process experience, strong communication skills, U.S. citizenship, and the ability to deliver clear budget justifications. Security clearance preferred.

Qualifications

• Bachelor's degree and 10+ years relevant experience with DoD (preferably Navy) acquisition requirements and financial processes and systems (NEPS, ERP, etc.).
• Ability to work collaboratively with government customers as part of a multi-disciplinary team.
• Comfort with developing and delivering presentations to small to medium-sized groups.
• Strong written and oral communication skills.
• U.S. Citizenship required.
• Applicants selected will be subject to a Government Security Investigation and must meet eligibility requirements for access to classified information.

Responsibilities

• Program financial planning and tracking, including: Department of Navy Planning, Programming, Budgeting, and Execution (PPBE) and Program Objectives Memorandum (POM) processes.
• Generation/update of program spend plans and budget exhibits for each funding appropriation for each of the 3 annual budget cycles.
• Generation and tracking of Task Panning Sheets (TPS) and Direct Cite, reimbursable funding documents in support of stated program objectives.
• Response to Continuing Resolution drills, Unfunded Requirements and other high-importance, time-critical funding drills.
• Preparation of detailed budget justification and benchmark status documents and narrative explanations supporting funding needs.
