Qualifications

• Bachelor’s or master’s degree in Civil Engineering or equivalent.
• Texas Professional Engineer licence.
• At least five years of civil engineering experience.
• Experience delivering municipal, utility or public infrastructure projects.
• Strong understanding of budgets, schedules, and financial performance.
• Experience leading engineers and multidisciplinary project teams.
• Excellent communication, organization and client-management skills.
• Knowledge of North Houston municipal markets is beneficial.

Responsibilities

• Manage municipal infrastructure projects from planning through closeout.
• Establish project scopes, work plans, budgets, schedules and staffing.
• Lead internal engineering teams and coordinate external subconsultants.
• Oversee the preparation of plans, specifications, reports and cost estimates.
• Maintain compliance with quality-control procedures and client requirements.
• Manage project accounting, invoicing and financial performance.
• Provide regular progress updates to senior leadership.
• Develop project proposals, fee estimates and resource plans.
• Build relationships with municipal clients and public agencies.
• Mentor engineers and contribute to team development.
