Job summary

City of St. Louis seeks a Second Assistant Comptroller to lead and integrate financial, audit, asset, and administrative functions within the Comptroller's Office.

You will supervise section leaders, guide finance strategy, and act in the Comptroller's absence while maintaining confidentiality and political neutrality. You will influence bond financing, debt management, and disclosure, coordinate with external counsel and advisors, and ensure compliance with Government Auditing Standards and

Qualifications

• Bachelor's degree in Accounting, Finance, or a directly related field; five years of full-time supervisory or management experience in accounting/auditing.
• Qualifying experience must include governmental accounting, auditing, municipal finance, internal controls, and financial reporting.
• Preferred: Licensed CPA.

Responsibilities

• Plan, direct, and evaluate divisions and managers; set measurable objectives.
• Provide executive oversight of municipal finance, including debt administration and rating matters.
• Coordinate bond transactions and continuing disclosure with city officials and professionals.
• Review official statements, filings, and financing documents for accuracy and compliance.
• Support Internal Audit operations and monitor conformance with professional standards.
• Oversee City assets, including property, leases, deeds of trust, and related transactions.
• Direct operational functions such as Administration and City infrastructure units as assigned.
• Ensure records retention and preservation in accordance with laws and city policy.
• Coordinate with City Counselor and other departments on financial, legal, audit, and property matters.
• Monitor budgets, controls, risks, and provide reports to the Comptroller.
