The Second Assistant Comptroller is an advanced-level executive manager responsible for integrating and directing assigned financial, audit, asset, and administrative functions of the Comptroller's Office. Working under broad administrative direction, the position establishes priorities, supervises section leaders, ensures legal and professional compliance, and provides the Comptroller with timely analysis and recommendations, while also performing the duties of the Comptroller in the absence of the Comptroller, Deputy Comptroller, and First Assistant Comptroller.
The incumbent must exercise sound judgment, confidentiality, political neutrality, and a high degree of integrity. The position is accountable for the accuracy, timeliness, compliance, and effectiveness of assigned functions and for maintaining productive working relationships across City government.
Essential Functions and Responsibilities
- Plan, direct, and evaluate assigned divisions and functional managers; establish measurable monthly, quarterly, and annual objectives.
- Provide executive oversight of municipal finance, including bond financings, debt administration, credit-rating matters, and related financial strategies.
- Coordinate bond transactions and continuing disclosure activities with the Comptroller, City officials, bond counsel, disclosure counsel, financial advisors, underwriters, trustees, and other professionals.
- Review official statements, disclosure filings, financing documents, and supporting financial information for accuracy, completeness, timeliness, and compliance.
- Support independent Internal Audit operations; serve in the designated audit-governance role and monitor conformance with applicable Government Auditing Standards and professional internal-audit standards.
- Oversee assigned real estate and City-asset functions, including City-owned property, leases, deeds of trust, liens, special tax bills, fire-insurance escrow matters, and related transactions.
- Direct assigned operational functions, which may include Administration, Telecommunications, the Municipal Garage, the Gateway Transportation Center, and other units designated by the Comptroller.
- Ensure effective records retention, document control, and preservation of financial, audit, bond, real estate, and operational records in accordance with applicable schedules, laws, and City policy.
- Oversee developer-incentive matters, including Chapter 100 bonds, tax-increment financing, and property-tax abatement, as assigned.
- Coordinate with the City Counselor, other City departments, elected offices, and external agencies on financial, legal, audit, property, and operational matters.
- Monitor performance, budgets, internal controls, risks, and corrective actions; provide concise periodic reports and recommendations to the Comptroller.
- Participate in the annual budget process, executive planning, policy development, and special projects; perform related duties as assigned.
- Other duties as required by the Comptroller.
Knowledge, Skills, and Abilities
- Advanced knowledge of governmental accounting, auditing, municipal finance, internal controls, and financial reporting.
- Working knowledge of laws, ordinances, regulations, professional standards, bond and disclosure requirements, and public-record retention obligations.
- Ability to lead managers, integrate dissimilar functions, set priorities, evaluate performance, resolve complex issues, and communicate with senior officials and external professionals.
- Ability to analyze financial and operational information and present clear written and oral recommendations.
- Proficiency with enterprise financial systems and standard business applications, including Oracle and Microsoft Office.
- Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
- Human Interaction: Requires the ability to manage and direct a large group of employees, which may include first line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, calculator and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, regulations, guidelines and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; requires the ability to interpret descriptive statistics.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
- Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
- Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as office supplies. Tasks may involve extended periods of time at a keyboard or workstation.
- Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes and sounds associated with job‑related objects, materials and tasks.
Qualifications
A Bachelor's degree in Accounting, Finance, or a directly related field; plus five years of full-time supervisory or management experience in the accounting/auditing profession. OR an equivalent combination of education, training, and experience.
Qualifying experience must include governmental accounting, auditing, municipal finance, internal controls, and financial reporting.
Preferences
Licensed as a Certified Public Accountant (CPA).

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
