Job summary

City of Saint Charles seeks a City Auditor in the Administration Department to provide independent, objective oversight of city operations, finances, policies, procedures, and compliance. The role evaluates internal controls, risks, and performance to improve efficiency and accountability in public resources.

You will develop audit plans, conduct audits, and report findings to city officials, supporting continual improvement and transparent stewardship of taxpayer funds.

Qualifications

• Master's degree in accounting, finance, public administration, or auditing.
• At least five years of progressively responsible internal auditing or related experience.
• Knowledge of internal controls, auditing principles, and risk assessment.
• Strong analytical, investigative, written and verbal communication skills.
• Ability to independently analyze complex financial and operational information.

Responsibilities

• Conduct independent internal audits of City departments and activities for compliance with laws, ordinances, regulations, policies, and procedures.
• Evaluate internal controls, risk management, operational performance, efficiency, and use of public resources; identify deficiencies, risks, waste, fraud, errors, and opportunities for improvement; develop KPIs and performance measures.
• Review purchasing practices, procurement processes, and contracting procedures for compliance.
• Examine contracts, change orders, invoices, vendor payments, bid processes, and supporting documentation to identify issues.
• Develop audit plans with objectives, scope, budgets, and personnel assignments.
• Prepare and distribute audit reports to appropriate officials and parties.
• Analyze information systems and management controls for compliance and efficiency.
