Carroll Engineering Corporation, based in Lancaster, PA, is seeking an experienced Senior Municipal Engineer to lead client engagements and oversee infrastructure design and permitting in a full-time role.

The candidate will manage municipal projects, ensure SALDO and regulatory compliance, and drive business development while mentoring the office team. A PE in PA and extensive municipal experience are essential for success.

Qualifications

• B.S. in Civil Engineering or equivalent is required.
• Registration as a Professional Engineer in PA is required.
• 15+ years of municipal engineering experience is required.
• Experience with municipalities, local/county/state agencies is required.
• Progressive experience with client relationships and winning new work is expected.
• Excellent communication, business development, project management, and client relations skills are essential.
• Strong organization and leadership with ability to adhere to contractual requirements.

Responsibilities

• Represent municipal clients in project management and meetings.
• Review development submissions for conformance with SALDO, zoning, grading, and stormwater management; manage escrow accounts and construction administration.
• Design infrastructure projects, including stormwater management and rehabilitation.
• Prepare local, county, and state permits.
• Contribute to MS4 programs, including information materials, illicit discharge inspections, and annual reporting.
• Draft and prepare effective project proposals.
