Job summary

City of Syracuse is seeking a Budget Analyst I/II to oversee municipal budget preparation and administration under general supervision. You will analyze department estimates, support capital program planning, and work with administrators to develop coordinated budget changes.

Knowledge of public budgeting and reporting is essential. The role requires a bachelor's degree with professional budget experience, plus the ability to prepare clear reports and use standard budget tools.

Qualifications

• Bachelor's degree and 1 year of professional-level budget experience.
• Five years of paraprofessional or professional level work experience, with at least 1 year in budget administration, budget analysis, budget research, capital program analysis, capital budgetary planning or accounting.
• Graduate coursework substitutions: 30 graduate semester hours equals 1 year of specialized work experience; 60 hours equals 2 years.

Responsibilities

• Analyze departmental budget estimates and justifications in preparing operating expenditures for a fiscal year.
• Analyze program plans of operating agencies related to workload trends and cost data.
• Develop long-range plans for the capital program.
• Cooperate with line administrators, personnel, and management staff in budgeting changes.
• Review and summarize accounting control reports in budget execution.
• Develop and revise budget procedures, forms, and instructions.
• May use a microprocessor or CRT terminal in carrying out duties.
