Qualifications

• 8+ years leading large, complex technology or business transformation projects as a Project Manager.
• Direct experience with 311 systems, citizen request management, municipal CRM, or similar public-sector service platforms.
• Experience coordinating initiatives across multiple City departments.

Responsibilities

• Coordinate procurement and vendor selection for 311/citizen services solutions.
• Gather requirements across business, technical, operational, integration, reporting, and service delivery areas.
• Work with multiple municipal departments to map current processes and define future-state requirements.
• Manage vendor demonstrations, evaluations, and scoring aligned to real City use cases.
• Coordinate stakeholder participation in vendor demos and the overall selection process.
• Support executive leadership through tradeoffs, risks, and implementation considerations.
• Transition from procurement to implementation Project Manager with continuity.
• Develop project plans, timelines, scope, milestones, and delivery commitments.
• Ensure governance, decision-making, escalation, and risk management across the project.
• Coordinate activities across City departments, IT teams, business stakeholders, procurement, and the vendor.
• Provide concise executive-level project health updates and milestone reporting.
• Help ensure the solution supports the City's long-term 311 and citizen-service objectives.
