JOB DESCRIPTION:
The ideal candidate will be a Project Manager with direct experience implementing, replacing, or modernizing 311 systems, citizen request/service management platforms, or closely related municipal government solutions. This individual should understand the complexities of delivering enterprise solutions that span multiple City departments, business processes, stakeholders, and service areas.
This is not a task-management or project coordinator role. This is a Project Manager who can be a trusted advisor and senior resource to take ownership of a complex, highly visible municipal initiative, provide structure and leadership, anticipate issues, drive decisions, and successfully manage both internal stakeholders and external vendors.
Key Responsibilities
- Coordinate with the City Procurement Team and support the procurement and vendor selection process for a new or enhanced 311/citizen services solution.
- Coordinate requirements gathering and ensure business, technical, operational, integration, reporting, and service-delivery requirements are appropriately represented in procurement documents.
- Work across multiple municipal departments to understand existing 311-related processes, identify cross-department dependencies, and establish common expectations for the future-state solution.
- Develop and manage the vendor demonstration and evaluation process, ensuring demonstrations are structured around meaningful City use cases and requirements rather than generic product presentations.
- Coordinate stakeholder participation in vendor demonstrations, evaluations, scoring, clarification sessions, and the overall selection process.
- Support City leadership throughout vendor evaluation and selection by clearly identifying tradeoffs, risks, dependencies, and implementation considerations.
- Following vendor selection, transition into the implementation Project Manager role and provide continuity from procurement through delivery.
- Develop project plans and timelines to manage and oversee the selected vendor throughout implementation, including scope, schedule, milestones, deliverables, dependencies, risks, issues, change control, testing/readiness activities, and stakeholder commitments.
- Hold vendors and project participants accountable for commitments and elevate issues when necessary while maintaining productive working relationships.
- Provide effective governance across the project and establish clear decision-making, escalation, risk management, and status-reporting processes.
- Coordinate activities across City departments, IT teams, business stakeholders, leadership, procurement personnel, and the selected implementation vendor.
- Provide concise, executive-level communication regarding project health, accomplishments, risks, decisions, dependencies, budget/schedule concerns, and upcoming milestones.
- Help ensure the implemented solution and associated business processes support the City's long-term 311 and citizen-service objectives.
Required Experience
- Minimum of 8 years of experience successfully leading large, complex technology or business transformation projects as a Project Manager.
- Direct experience with 311 systems, citizen request management, constituent/citizen services, municipal CRM, or highly comparable public-sector service management platforms.
- Experience working within municipal or local government environments and coordinating initiatives involving multiple City departments.
- Demonstrated experience leading or substantially supporting technology procurement, RFP/RFQ processes, vendor demonstrations, evaluations, and vendor selection.
- Experience managing third-party software and implementation vendors through project delivery.
- Strong understanding of requirements management, business process definition, system implementation, organizational readiness, testing, risk management, issue resolution, and change control.
- Proven ability to work effectively with executive leadership, department leadership, business users, technical teams, procurement staff, and vendors.
- Excellent written, verbal, facilitation, negotiation, and executive communication skills.
- Demonstrated ability to identify risks and issues early, create actionable mitigation strategies, facilitate difficult decisions, and maintain momentum on complex cross-functional initiatives.
