Priority Dispatch Corp. in Pittsburgh, PA is seeking a Multi-Site Community Manager to lead daily operations across our apartment properties, ensure HUD and LIHTC compliance, and foster a safe, welcoming environment for residents.

You will supervise leasing, maintenance, budgets, reporting, and staff, while coordinating audits, inspections, and compliance documentation. This role requires strong leadership and a dedication to tenant satisfaction.

Qualifications

• Bachelor’s degree in business administration, property management, or related field or equivalent experience.
• At least 5–10 years of property management experience, preferably in affordable housing HUD or LIHTC.
• Strong knowledge of HUD regulations, LIHTC compliance, and affordable housing guidelines.
• Excellent communication and interpersonal skills with residents, staff and stakeholders.
• Strong organizational skills and attention to detail.
• Ability to manage budgets, track expenses and generate financial reports.
• Proficient in Microsoft Office and property management software.
• Discretion with sensitive information; experience leading teams.
• Customer-service oriented with focus on tenant satisfaction.
• Certification: COS or HCCP/TCS/AHM/CMH/CMHC (any one).

Responsibilities

• Oversee daily property operations ensuring maintenance, cleanliness and compliance.
• Manage tenant leasing processes including screening, applications, leases and move-ins/move-outs.
• Ensure HUD and LIHTC standards with annual recertifications and inspections.
• Supervise maintenance staff or contractors and coordinate timely repairs.
• Manage budgets and operating expenses including rent collection and utilities.
• Maintain HUD/LIHTC documentation; ensure audits and reports are up-to-date.
• Prepare reports on compliance, financial performance and occupancy.
• Conduct property inspections and address issues identified in audits.
• Coordinate EIV, Tax Credit software and TRACS compliance.
• Assist in lease-ups, waiting lists, and other admin tasks.
• Lead onsite staff; provide training and performance feedback.
• Develop marketing strategies to sustain high occupancy and retention.
