Job summary

The Elderly Housing Development & Operations Corporation (EHDOC) is seeking a Multi-Site Community Manager to oversee daily operations for properties in the Pittsburgh, PA area, ensuring HUD and LIHTC compliance and a high level of resident satisfaction.

This full-time role focuses on tenant relations, leasing processes, and staff supervision within a regulated affordable housing portfolio, with travel between sites as needed.

Qualifications

• Bachelor’s degree in business administration, property management, or related field (or equivalent experience).
• 5–10 years of experience in property management, especially affordable housing, HUD, or LIHTC programs.
• Strong knowledge of HUD regulations, LIHTC compliance, and affordable housing guidelines.
• Excellent communication and interpersonal skills, with the ability to interact effectively with residents, staff, and external stakeholders.
• Strong organizational skills and attention to detail.
• Ability to manage budgets, track expenses, and generate financial reports.
• Proficient in Microsoft Office Suite (Excel, Word, Outlook) and property management software.
• Experience managing teams, providing leadership and support to staff.
• Customer-service oriented with a strong focus on tenant satisfaction.
• Certified Occupancy Specialist Certification (COS) or Housing Choice Voucher Program HCCP, TCS, AHM, CMH, CMHC (either one is required)

Responsibilities

• Oversee the daily operations of the property, ensuring the community is well-maintained, compliant with all regulations.
• Manage tenant screening, applications, lease executions, and move-ins/move-outs.
• Ensure HUD and LIHTC standards, including annual recertifications and inspections.
• Supervise maintenance staff or contractors and ensure timely repairs.
• Manage budgets and operating expenses, including rent collections and utilities.
• Ensure HUD and Tax Credit documentation and records are accurate, complete, and up-to-date.
• Ensure compliance with HUD regulations and the LIHTC program, including tenant eligibility, rent limits, and certifications.
• Prepare and submit regular reports related to program compliance, financial performance, occupancy, and documentation.
• Conduct property inspections to ensure compliance with HUD and Tax Credit guidelines.
• Address issues identified in compliance audits or inspections and take corrective action.
• Compliance with EIV, Tax Credit Software and TRACS.
• Help with lease-ups, waiting lists, and other administrative tasks.
