Job summary

SpecPro Sustainment and Environmental, LLC is seeking a Program Manager II – MILCON to support the NSIC MILCON program at Wright-Patterson AFB, OH. The role requires coordinating across NSIC leadership, mission customers, Base Civil Engineering, vendors, designers, and construction teams to ensure timely delivery.

Responsibilities include defining project requirements, managing design and construction, risk mitigation, and communicating with senior leadership and visitors. U.S.

Qualifications

• Must be a U.S. citizen.
• Must be eligible to obtain and maintain a TS/SCI/SAP level clearance.
• PMP certification required.
• Strong knowledge of construction project and program management.
• Experience managing complex design and construction projects.
• Expertise using Primavera P6.
• Ability to coordinate multiple stakeholders, end users, Government organizations, vendors, and construction teams.
• Strong understanding of project risk management and construction management practices.
• Excellent oral and written communication skills for senior leadership and Distinguished Visitors.
• Ability to manage organizational change and communicate construction impacts.

Responsibilities

• Define and develop MILCON project requirements and liaison with mission customers.
• Interface with NSIC leadership, mission customers, and external agencies throughout development, design, and construction.
• Support MILCON design and construction management activities.
• Coordinate and provide construction management and risk-abatement expertise.
• Develop MILCON project requirements supporting base facilities and infrastructure.
• Produce communications for NSIC leadership and Distinguished Visitors.
• Communicate construction progress and impacts to mission personnel.
• Assist occupancy planning and modernization of facility management processes.
